After months of intense negotiations, North Korea confirmed in July 2007 that it had finally shut down the reactor at the heart of its atomic weapons programme. This article examines whether North Korea now poses any less of a menacing threat to its neighbours and if full denuclearization can be achieved. Completion of the February deal remains hugely uncertain at this stage and significant inducements beyond fuel oil shipments and the North’s removal from the US’ terrorist list must now be brought to the table.
