After Admitting Failure on Iran, Will Europe Take the Gloves Off?

A leaked EU report recognises that diplomatic efforts to halt Iran’s nuclear weapons programme have failed. Collectively, member states are faced with two questions: can they accept a nuclear Iran, and if not, what coercive measures are suitable? Such action will require a greater cohesion, resolve and speed that the EU has displayed in the past.
