The recent East Asia Summit held in Cebu, the Philippines, sought to address three main problems: energy inefficiency; excessive dependence on fossil fuels; and potential instability of supplies. While the Cebu Declaration on East Asian Energy Security is an important step forward, there are many more measures which must be taken to promote the necessary co-operation on energy issues in the Asia-Pacific region.
