Divided Unions: The Allies' Split over Iraq Troop Withdrawals

The White House’s objectives in Iraq are increasingly divergent from those of its allies. Domestically, despite President Bush’s pronouncements of unity, it is clear that fissures are emerging in Congress. Internationally, the UK’s reduction of troop deployments suggests that the ‘coalition of the willing’ could now become the ‘coalition of one’.
