Within twenty-four hours of the ‘liquid bomb plot’ arrests being made, Waltham Borough Council was planning a strategy for community engagement. Great care has been taken to promote the idea of Walthamstow as a well-integrated, cohesive community. Particular work has been undertaken to engage with groups that may not have received enough attention in the past, including women and young people.
