In 2006, Canadian police made pre-emptive arrests of Canadian Muslims alleged to be part of a homegrown terrorist cell planning an impending attack on Canadian soil. Eighteen men were originally accused of being part of the cell but charges against seven have been stayed and other elements of the prosecution’s case are giving cause for concern that the case may fall apart. The case highlights the difficulty of making pre-emptive arrests before a crime has been committed.
