The United States has not experienced a major terrorist attack since the DHS’s creation in March 2003. However, this may be coincidence rather than an indication of the Department’s success.
The DHS remains focused on countering catastrophic terrorism rather than all hazards to US homeland security.
The DHS needs to improve its management of information technology and support for foreign partners.
