Utility regulation and the CNI

Critical national infrastructure has not played much of a role in the regulatory regimes for the privatised utilities in the UK, but much of the UK’s critical national infrastructure is concentrated in the regulated utilities: water, electricity, gas, airports and telecoms. That neglect is now questionable and the challenge is to find appropriate changes to the regulatory regime and institutions. There are a number of options available and further analysis is required to adjudicate amongst them.
