Warfare and disasters are kindred subjects, but to what extent are they susceptible to the same analysis? David Alexander argues that the impacts of natural disasters are converging with those of warfare but experience, in Afghanistan and the Middle East, shows that vulnerability to earthquakes, floods and landslides cannot significantly be reduced until armed conflict has ceased.
