11 September brought home the willingness of a new breed of terrorists - 'new terrorists' - to kill as many people as possible and cause the maximum amount of social and economic disruption through acts of terrorism. To discuss current and future terrorism, writes Frank Barnaby, it is useful and important to distinguish between the 'old' terrorists, likely to continue with 'business as usual', using conventional weapons to 'kill one and frighten thousands', and the 'new terrorists', aiming to 'kill thousands to frighten the hemisphere' with weapons of mass destruction.
