Responding to Chemical Threats: A Case Study

The possible options for the use of chemical weapons by terrorists are both many and varied. Therefore, while it is possible to provide general guidance for the planning of responses to such a threat it must be born in mind that, should such a threat materialize, any response plan must be capable of being rapidly adapted to match the actual situation being faced on the ground. Ron Manley looks at one specific scenario - the discovery of an explosively configured device located in an urban area.
