It has become accepted wisdom over the last sixteen months that the threat of international terrorism from Maritime sources has become much more serious. Statements regularly appear making the point that things are now far more dangerous than on 10 September 2001. Richard Davey questions this assumption in this assessment of the terrorist threat from, in his words, 'the other end of the telescope'.
