The Government's recent appeal to Britons to be 'vigilant and prepared' for a possible terrorist attack has not been underpinned by a coherent information campaign detailing self-help measures including deterrence, avoidance and effect mitigation. Garth Whitty argues that surviving a potential or actual catastrophic attack requires a more informed and engaged British public.
