Since 11 September 2001, emergency planners examining the risks posed by terrorist threats have had to address an ever-increasing range of vulnerability and sustainability issues. In May 2002, an international conference was held in Canada (I-Rec 2002), which brought together practitioners, academics and researchers involved in the field of disaster reconstruction. Contributions and discussions resulted in a framework for action. Andrew Fox looks at the conference's main themes and assesses the utility of the proposed framework for the United Kingdom.
