Could 11 September have been Prevented?

Shortly after the catastrophic events of 11 September it became apparent that there had been some significant failures in the dissemination of, and responses to, intelligence. Indeed, it seems that the perpetrators were afforded every opportunity to mount a successful attack. Garth Whitty suggests that some dangers could have been foreseen, and some elementary procedures of denial of opportunities to the terrorists were ignored.
