Rebuilding Afghanistan's Security Forces: Security Sector Reform in Contested State-Building

Now several years into the campaign in Afghanistan, the rebuilding of indigenous
security forces is offered as the essential element of any exit strategy along with
support to governance and the rule of law. While this campaign may not be the
norm in terms of intervention operations, it does present the most challenging circumstances for Security Sector Reform (SSR), especially when the whole sector needs to be built within the context of conflict rather than the relatively benign circumstances of post conflict, such as the cases of Sierra Leone and Liberia.
