With the imminent release of a series of revised British military doctrine publications that place an Effects-Based Approach at the heart of doctrinal development, it has become clear that the debate within the defence policy community with regard to the utility of effects-based planning frameworks has moved from a largely conceptual discussion to one in which the practical consequences of such a move are beginning to dominate thinking.
