It is widely recognized that this force structure does not, however, address the most urgent needs faced in Africa. The modern face of conflict in Africa is one of internal conflict based on regional issues, not the defence of national territory. These mainly regional conflicts are complicated by a multitude of factors, not least of which is tribal borders that do not conform to national borders and whereby tribes do not necessarily subscribe to nationalistic agendas.
