To be more precise, peace has to be established. It is an order, which persists as long as it is generally accepted; or those who find it unacceptable do not have the capacity to change it. Much the same could be said about crime. It may fluctuate in frequency and intensity but it is always present. This article looks beyond the conventional meaning of conflict and marks its existence not only across the globe as war but also in civil society. It also offers some very tentative suggestions about how conflict might be moderated.
