Feb 2006, Vol. 151, No. 1By Loretta NapoleoniThis paper revises the policies implemented to combat terrorism financing since 9/11 and argues that they are obsolete because the structure of terrorism financing is no longer transnational, but deeply rooted in individual countries. Home-grown jihadist groups carry out small-scale replicas of 9/11, attacks funded primarily with clean money. Against this new background, very little movement of money and people is taking place. This new scenario greatly reduces the effectiveness of post-9/11 counter-terrorism financing policies; novel measures aimed primarily at preventing indoctrination of young Muslims may obtain better results.
