Japan's Defence Policy: Basic Principles and New Initiatives

The terrorist acts of 9/11 have resulted in Japan redefining its use of the armed forces. The government of Japan adopted the new National Defence Program Guidelines (NDPG) in December 2004, taking into account the new global situation after 9/11. The NDPG defines the future defence force and specific defence posture to be attained in the next decade. The NDPG points out that the three approaches – namely Japan‘s own effort, co-operation with an ally and co-operation with the international community – should be combined.
