He also gives his take on the state of the Atlantic Alliance. The ‘War on Terror’ is a complex term and is not a conventional military campaign. Instead, he argues, it is a struggle that requires the co-ordinated effort of the international community, using every instrument of power – diplomatic, economic, and informational as well as military – to defeat violent extremism. Crucially, successful operations also require the integration of coalition partners, as has been demonstrated by NATO in Afghanistan. A new global threat environment requires new capabilities, capabilities that are currently insufficient within the Alliance. To resolve these inadequacies, General Myers urges the majority of member nations to increase defence spending.
