We know they are mostly male and mostly young, but they range from post-graduates to illiterates, from British-born Pakistanis to Jordanian villagers. ‘Radicalization’ was the greatest threat to British homeland security. To fight radicalization, we have to understand its terms. If we can no longer ask ‘Who?’, then we must ask ‘Why?’ The way we answer that question will determine our policy approach.
