NATO's Return to Politics

The set of reforms known collectively as NATO ‘transformation’ has focussed principally on the development of new military capabilities, as defined at the Alliance’s Prague Summit in October 2002. The first raft of these reforms is approaching maturity in the shape of the NATO Response Force (NRF), scheduled to reach full operational capability by October 2006. The usefulness of the NRF will depend to a large extent on articulating a new strategic and political framework. If it is to reap the benefits of transformation, NATO urgently needs to revise its Strategic Concept, in the context of a broader transatlantic politico-strategic discourse.
