Climate change will increase stress on political and social systems around the world, potentially creating situations of widespread instability that overwhelm the international community’s ability to respond. Preventative responses to these stresses are needed, but the precise nature and timing of climatic processes and events which could impact stability are not clearly defined. Given the limitations of climate models in forecasting the severity, timing and location of climatic changes, deep uncertainties remain in planning responses to climate change, especially in light of finite aid budgets and expensive adaptation measures nvolving considerable opportunity costs.
