Stabilization and the Reconstruction: Lessons from Iraq and Afghanistan

Rod Matthews was Group Coordinator for Service Delivery at the UK’s Post Conflict Reconstruction Unit from early 2006 until July 2007. In 2003 he was Director of Reconstruction for South Iraq, and later designed the UK contribution to the post-earthquake reconstruction programme in Pakistan. After a naval career, Jay Lucas worked in development and governance programmes in the Balkans, Iraq and Afghanistan. He is currently on loan from the PCRU in London to the PRT in Helmand. They examine the challenges of reconstruction in stabilization operations and draw lessons from what is happening on the ground in Iraq and Afghanistan.
