John Bourn is the Comptroller and Auditor General of the United Kingdom and Head of the National Audit Office, posts he has held since 1988. He is independent of Government and certifies the accounts of all UK Government Departments, reporting to Parliament on their economy, efficiency and effectiveness. In this article he uses examples from non-defence government procurement to derive lessons for all government procurement, whether defence or not.
