In our last edition, the RUSI Acquisition Focus looked at the major shortfall in funding for the defence equipment programme we need and plan. In this issue, the Focus looks at the long procurement cycles that are the norm in realising the elements in that programme. There is a close relationship between the two, for ‘time is money’. If a programme takes an unnecessary time to come to fruition, it must make that programme more expensive. Is that waste or prudence? Have we got the balance right? Our contention@rusi.org section looks at the relationship between time, cost and waste.
