Transformed militaries are characterized by new, very different organizations. In the past, not properly assessing these military organizations resulted in unexpected and important operational and strategic outcomes. Study of earlier military transformations suggests criteria for detecting the emergence of these kinds of organizations. China’s unique conventional and cruise missile organization appears to largely satisfy these criteria. Assessing this organization’s probable impact leads to a number of important issues for the United States.
