The four general departments of the PLA (Headquarters of the General Staff, the General Political Department, the General Logistics Department, and the General Armament Department) are the most important leading military organs under the Central Military Commission (CMC). Personnel changes in these departments often serve as important indicators of future directions of the PLA. This article attempts to identify these changes since 2002 when the major leaders of these departments were completely reshuffled in the aftermath of the 16th National Congress of the CCP and to speculate possible changes in the near future.
