Chinese Defence Spending and Military Modernization

Military modernization is inescapably wrapped up in defence spending. The People’s Liberation Army (PLA) has been engaged since the early 1990s in a concerted effort to recapitalize its forces and to increase training, readiness, and jointness. The PLA has also been particularly influenced by the emerging IT-based revolution in military affairs,
and it sees considerable potential for force multipliers in such areas as
information warfare, digitization of the battlefield, and networked Systems. All this does not come cheap, however, so how Beijing is raising and spending defence resources can tell us much about intentions and future capabilities, particularly as it might affect the future China-Taiwan military balance.
