On 20 June 2004, China’s Central Military Commission (CMC) conferred the rank of general on fifteen senior military officers in Zhongnaihai, the headquarters of the central government in Beijing. Who are these senior officers? Are these promotions Jiang Zemin’s efforts to preserve his position as CMC chairman? What are the implications of these promotions for the elite politics at the top level?
