Papering Over the Cracks? An Analysis of the New French Defence and National Security White Paper

The new French Defence and National Security White Paper updates France’s strategic assumptions in terms of defence and security policy. Rather than specifically identify any new threats, the document instead concentrates on the best possible response to those existing threats with which the modern world is confronted. By registering some of the major evolutions that have affected the international security environment since 1994 – the date of the last French White Paper – the review takes stock of such diverse concerns as the terrorist threat, the rise of new regional centres of power, the proliferation of weapons of mass destruction, global pandemics, as well as the potential destabilising effects of globalisation.
