The reconstruction of Afghanistan remains an achievable objective. NATO attracts much criticism for its failings, but comprehensive reconstruction is a task beyond NATO itself. The Alliance as well as the donor and NGO community must coordinate and integrate their policies at all levels, or risk strategic failure.
