As well as serving in his position in the Israeli Ministry of Foreign Affairs Ambassador Barkan, is also Head of the Foreign Ministry Center for Policy Research (INR). He was previously Director For World Jewish And Inter-Religious Affairs and has taught International Relations at the National Defence College of Israel and the Hebrew University in Jerusalem. During his long service in the Ministry Mr. Barkan has served as Policy Adviser to the Director General of the Bureau of Strategic and Economic Affairs at the Foreign Ministry’s Policy Research, as Director of Palestinian Affairs Division, Director in the Department of Arms Control and Regional Security, and Deputy Director of the Minister’s Bureau.
