The question could not be more timely, given the ongoing pressures over public budgets across Europe, the coming to power of a Liberal-Conservative coalition government in Britain and the conclusions of them Strategic Defence and Security Review by the end of this year, expected to focus substantially on issues of adaptability and partnership.
