Retiring as Deputy Chief of the General Staff of the Chinese People’s Liberation Army (PLA) in December 2005, General Xiong remains an important broker in Sino-US relations and leads important track-two diplomatic initiatives for China. For more than a decade, General Xiong - as the former head of China’s military intelligence and more recently as CIISS Chairman - has been a key adviser to the Chinese leadership on national security policy making.
